What changed
The Boilers Act, 2025 received presidential assent on 4 April 2025 and repealed the Boilers Act, 1923. Existing registrations, certificates and approvals issued under the 1923 Act remain valid — this is a re-framing of the statutory structure, not a reset of what you already hold.
What it means for a plant owner
- Repairs must be done by a certified boiler repairer if you have no in-house repair facility.
- Welding must be carried out by welders holding a certificate from the competent authority.
- A competent person must approve repairs before the boiler returns to service.
- Structural alterations need Chief Inspector authorisation or competent-person supervision.
- Safety of persons working inside a boiler is now an explicit statutory obligation.
IBR 1950 — the five inspection stages
Design review
Drawings and design basis checked against IBR requirements before fabrication.
Material certification
Material test certificates verified for every pressure part.
Stage testing
Hold-point inspection during fabrication and erection.
Welder qualification
Welders and procedures qualified to the applicable standard before welding pressure parts.
In-service inspection
Periodic statutory inspection once the boiler is operating.
RLA obligation — Reg. 391A(b)
A Remnant Life Assessment is mandatory under IBR 1950 Reg. 391A(b) for ageing pressure parts. If your unit is approaching or past its design life, or has never had an RLA on record, check with your inspecting authority before the next renewal cycle.
